They especially aim to serve those undergoing life transitions, like seniors. “Homeowners thinking about second units are often going through a life transition — seniors transitioning to a fixed income, first time homeowners looking for a way to afford a home, adults becoming empty nesters, looking for a solution to an overcrowded household, or seeking to create affordable housing for friends and family,” the county said in an announcement of its new policy. “An ADU can generate new rental income, help someone age in place, help a financially strapped college student or recently discharged military veteran, or just provide a community benefit of a new home for anyone in need.” The new resolution, adopted by the Marin County Board of Supervisors, allows administrative staff to “waive and reduce several types of fees for certain ADUs through the end of 2024.” The hope is that results will save applicants “thousands of dollars for building permits and roadway impact fees, especially for units that qualify as affordable housing,” the county said. Last year, the state of California approved an updated housing plan for the county that included a goal of producing 280 ADUs from 2023 to 2031. The county was deemed to be on the right track as permit applications for ADUs and JADUs (junior accessory dwelling units, or living spaces built from existing structures on the property) rose from 35 in 2019 to 81 in 2023. But they have declined from a peak of 154 in 2021, prompting a discussion of more incentives. ADUs are an increasingly popular option for people seeking novel alternatives to housing, particularly on the West Coast. The reverse mortgage business has also recently become interested in the use of financing, such as a Home Equity Conversion Mortgage (HECM), to fund ADU construction, although this is not an avenue available to the expected resident of the ADU itself. Thanks to the internet, I have tried and failed to forget so much about housing from the experiences of people all over, for example, residents of San Francisco. But whatever I might read on my feed, whether inspiring or infuriating, it remains a fact that I do not live in San Francisco. Instead, I live in Minneapolis. If I want to stop learning about San Francisco, I have the merciful option of logging off. I hope this fact is obvious. And yet sometimes when it comes to discussing housing policy I find myself having to insist that Minneapolis is not San Francisco. Nor is it Los Angeles, New York City, Boston, Philadelphia, Washington, D.C., Cleveland, Austin, Denver, Boise, Portland or Seattle. It is more like some of these cities than others, but it is not any of them. You can see parallels and make comparisons, but something you can’t do is enact a policy in one city and get the same result that you would get if you enacted it in Minneapolis. The Case of the Missing Triplexes In the pages of Streets.mn, Zak Yudhishthu recently wrote a nice summary of the state of accessory dwelling unit (ADU) construction in the Twin Cities. Both Minneapolis and St. Paul legalized these structures with some fanfare in the past decade. Many cities in the United States, especially in California, have seen an ADU building boom after local and state laws permitted and streamlined their construction. But in the Twin Cities, this has not occurred. Yudhishthu found that just 27 permits had been pulled (and not subsequently withdrawn) for ADUs in the capital city. A recent article in the Star Tribune found that fewer than 200 ADUs had been constructed in a decade in Minneapolis. Yudhishthu’s research is a nice complement to numbers that I pulled last year on the construction of small multifamily structures in the two core cities. Between January 2010 and February 2023 (the last month for which we have data as of this writing) permits have been pulled for a total of 435 units in two-to-four-unit buildings. In 2022, a grand total of 10 duplexes, 11 triplexes, and five fourplexes started construction, for a net of 73 new units. And the shelter magazine Dwell (disclosure: I was once an editor there) has been trying really hard to make high-end prefab happen, sponsoring design competitions and partnering with builders like Turkel, Lindal, and Empyrean (now out of business) to build houses in its image throughout its 22-year history. Its latest venture is with the Silicon Valley–based prefab builder Abodu and the Danish firm Norm Architects. This week, they released a 540-square-foot accessory dwelling unit — also known as a backyard home — with a “California-meets-Copenhagen feel you can’t find anywhere else,” according to their news release. In doing so, Abodu and Dwell are capitalizing on a climate that has embraced backyard units as one of the solutions to a severe housing shortage. Over the past several years, California, which needs to build 2.5 million housing units by 2030, has streamlined the process to finance and construct backyard homes. Cities like Los Angeles and San Jose now have pre-approved ADU plans to help reduce the time and money involved in long permitting processes. Abodu — which recently received $20 million in venture funding, like a handful of ADU startups such as Cottage and United Dwelling — handles the entire process of building one for its customers, from permits, site preparation, delivery, installation. A single contact manages everything for buyers. Abodu promises, above all, to save you time, citing on-site construction that lasts just two weeks. The Dwell house is currently available in the San Francisco Bay Area, Los Angeles, and Seattle, Washington. “We’re not the first to offer a prefab ADU, but so many prefab products being passed off as houses either look like a spaceship or a tool shed,” says Zach Klein, Dwell’s CEO, who is a cofounder of Vimeo and the creator of the Cabin Porn blog. And, not surprisingly, the Dwell prefab looks like it’s composed of parts cherry-picked from the minimalist Scandinavian-style cabins and California dream homes that populate Pinterest, Tumblr, and Dwell’s very own pages, which was kind of the point, Klein says.
